Administration
The SAC Basketball League is operated and supervised by the SAC Athletic Commission. The Commission is made up of the following officers: State Federation Athletic Commissioner, State Federation Presidents, Conference Athletic Coordinator (Chair), Assistant Conference Athletic Coordinators and the Conference Youth Director. The Commission is responsible for setting athletic fees, keeping rosters on file, planning season schedules and all tournaments.
In states where there are Area Federations, the Athletic Commissioners of those areas will serve as assistants to the State Commissioner.
Appeals
Appeals are to be made in the following order:
- State Commissioner
- Assistant Conference Coordinators for Basketball
- Conference Coordinator
- Athletic Commission
- Conference Youth Ministries Director
Appeals must be summated in writing to the State Commissioner with-in three business days of the event. Only information that is germane to the issue is to be submitted. Any appeal written in a slanderous or inflammatory nature may be ignored.
League Membership
Any Seventh-day Adventist church can join the SAC Basketball league. If by chance a church is not a member of the SAC, their team may join as a Fellowship Team. A fellowship team is able to play without any wins or losses and will not be eligible for the post season tournament, nor any championships.
In cases where churches may not have enough players, two are more churches in close proximity may combine as one team; provided that the pastors and church boards approve the names on the combine roster. Staking teams through recruiting gifted players from difference churches is prohibited. All combined teams must first be approved by the Conference Athletic Coordinator.
League Divisions
All teams will be divided into Four Divisions. In most cases, these Divisions would cross State Lines.
Athletic Fees
All fees are to be sent to the SAC in care of the Youth Department and checks should be made payable to the South Atlantic Conference. The Athletic Commission will not be responsible for any money sent to the Youth Federation. All Athletic fees should be in the office no later than December 14, 2006. For the 2006/2007 season only, the Athletic fee will be $300.00 per church. The athletic fee is nonrefundable.
Church Sports Executive Committee (CSEC)
It is recommended that each church should have a CSEC. This committee would oversee the Athletic Ministry at the local church level. It would be their responsibility to make sure that their teams are compliant with all SAC rules. They would also be very intentional in making their teams a real ministry with the goal of every one involved drawing closer to Jesus.
Championship
The Conference Athletic Commission is responsible for arranging the Conference Championship elimination contest which will be held during Camp Meeting. Prior to Camp Meeting, the Athletic Commission would organize an elimination tournament to determine the teams that would appear at the Camp Meeting Championship games.

Section 1 Official Rules

Section 2 Officials
All officials are to be state certified and have an understanding of the leagues rules and guidelines before the beginning of the game.
When the officials are late, both teams are to wait thirty minutes for the official(s) to arrive. Only one official is necessary to play the game. If no certified official arrives, the visiting team may take the win.
Verification of the official’s certification must be made before game begins. After the game has begun, protesting official’s certification has been forfeited.
The suggested starting time for all games shall be one hour after sunset or one hour after AYS program, which ever one come last unless both team’s coaches agree upon a different time.
Section 3 Deferent Teams
Men’s Teams: Males ages 20 and up
Boy’s Teams: Males ages 13 through 19
Ladies’ Teams: Females ages 13 and up
Under certain conditions, females may be able to play on male teams, but males cannot play on female teams.
The Men’s teams are expected to attend and conduct the AYS program as part of the visiting/home program. Failure to meet said expectations would result in -7 points at beginning of game.
Section 4 Player Eligibility
No more than two non Adventist per team would be eligible for roster. Non Adventist players must be presently enrolled in Bible study, attending Sabbath School or Worship Service at least twice a month and attending AYS. This is to be verified by the CSEC.
Any team with more than two non Adventist on roster could enter as a Fellowship Team.
A fellowship team is able to play without any wins or losses and will not be eligible for the post season tournament, nor any championships.
Non Baptized Members under twenty years of age are eligible to play. Non-Baptized Members are youth whose immediate family is baptized members of the church in regular standing and the youth have met two or more of the following criteria for six months prior to the season:
Attends Sabbath School regularly
Enrolled in serious Bible study
Attend Worship Service at least twice a month
Attend AYS regularly
A member of the Pathfinder Club
Section 5 Video
All games should be video recorded by both teams. The recorder should be placed at an angle that would record the court and the bench. Between both video cameras the entire court and both benches should be captured. Any team failing to video the game would result in forfeiture. The video is to be given to the home team, who would be responsible for sending the footage to the SAC Youth Department. Make sure to secure a signature upon handing over video. Your video tape will be returned to you from the SAC.
Section 6 Uniforms
To foster a high quality league, all teams must wear reversible uniforms. The base color for the uniforms will be white. No names will appear on uniforms. The player’s number will be on front and back. The uniform could have up to two digit numbers, but no digit number could be above the number five.

Section 7 Identification Cards
Each team is to secure State Issued ID Cards for all players. The photo should be sent to the SAC Youth Department along with the Athletic Ministry form by December 14, 2006.
Section 8 Any Other Rules
Any rules or regulations not addressed in this handbook would be enforced by referring to the 2005/2006 handbook.
